How hot should the heater be?

Hi all.
I've got a new Niro EV 4 without the heatpump. I've had it for 3 weeks and just got a query about the heater operation. I assumed the non-heatpump version used a resistive heater, just like a household fan heater, meaning a heat demand would be instant and hot. But it isn't...
On my way to work this morning I had the HVAC off for a while as it was quite sunny (around 7C), but my feet started to get cold. So I turned the heat on to 22. Just got a blast of cold air for a while which gradually became warmish. Even with heat and fan set to max the temperature of the air never got what you'd call hot.
Have I misunderstood how the heater should work or is there an issue?

It will never blow more hot than what you have it set for. If you come from ICE vehicle that had no ability to blend air to the temperature set by driver it will usually blow as hot as coolant is providing from hot engine ( most new ICE operated vehicles will blend air and deliver only what you have set for if you have digital control.

All my cars since 2011 have had climate control where the temp is set. This includes another Hyundai/Kia (i10). I would expect the heating to blow hot air to get the cabin up to the required temperature, then ramp back to maintain it. Getting in the car at an ambient 7deg, with a request for 22 should require a fair bit of hot at first, but I don't get it.

Mine does regulate the fan OK. It's just the lack of heat... It was around 13C coming home and I had the HVAC set at 22C Auto 3. I cabin did get warm eventually. While I was queuing in traffic I tried a few things. Put the requested temp to 27C and directed to windscreen (which includes the side window vents). I had COLD air blowing out - much colder than the interior temperature at that point. Surely it should go warm/hot almost immediately with such a differential between the actual cabin temp and the request?

Can anyone tell me how the heater actually works? I really assumed that on a cold day an EV would be able to blow out toasty hot air immediately.
