I've never seen that before but it must be some kind of traffic indicator. I'd guess it means that the road is temporarily closed or restricted.
Since they use green, yellow/orange, and red for traffic congestion they probably didn't want to use alternating red and white stripes to signify a closure.
It has to do with traffic congestion. I experienced the orange road on a road trip recently. Whenever the road I was on was orange, the traffic would be congested. It was quite accurate as the congestion would clear as soon as the orange road did.
Yeah I find the navigation is outstanding in my area.

Maybe washed-out due to rain storms or otherwise closed.
