Charge for diagnostics if they don't find anything!?!

I started getting the dreaded "check electrical system" dash warning in the fall. It seemed to happen mainly when things got warm, and would go away with restarting the car. I eventually got a code scanner, and no codes. Since I'm coming up on a year, I figured I would try to get it in to the dealer to see if they could figure it out, even though there was no active code. At drop-off, the service advisor told me that kia will not pay for diagnostics if they don't find anything. They are not going to charge me today, but if they do not find anything I will have to pay in the future for diagnostics unless they actually find a code or find the problem. For a car that is in warranty, that is ridiculous to me: if there is a dash warning, they should be responsible for doing the diagnostics to figure it out, on Kia's dime, not mine. If Kia codes a dash warning, but then doesn't log any error codes, that's they're f-up, and they should pay the dealer to be working to figure it out.
I know they won't find anything today. Basically, next spring/summer, when the message occurs again, I'll have to screw up my day to bring the car to them while the message is being displayed and hope that they find something at that time?!?
Has anyone else been on the hook for diagnostics during the warranty period "if they don't find anything"?
Are there other car manufacturers that do this as well?

This is common across many manufacturers. Dealership cant fix anything if they dont find anything to fix. There are codes that will throw a check engine light (CEL), and those that dont but still log a code, and then messages that dont log a code. If a code is logged the dealer can look into it further, but if your warning doesnt log a code then it gets hard. One would think that Kia would have programmed the car to at least log a code when the "check electrical system" message gets displayed, but I personally havent dug into that so I cant say.
it sucks that this is common across manufacturers. I never encountered it with my previous Audis, but also never had an error message. But they did not charge trying to track down a possible coolant leak (which turned out to be bubbles in the system). The thing is that it is a huge error message that pops on the main display. It’s impossible to ignore it. It’s Kia’s error message, not “mine” 🤪, so Kia should pay to have it diagnosed. To me, that’s a very different scenario than me insisting on them finding a rattle, for instance, that they can’t quite hear and can’t track down. I understand the customer paying in that instance, but not when there’s an electrical error message flashing bright red in the main display!

That's just wrong! Sure, charge us if we are asking them to fix a subjective complaint that is hard to replicate, like a thump or rattle, but if there is a WARNING light that is on, it should be completely on the manufacturer to cover all diagnostics and services needed to figure out the problem. That should be part of the warranty. What’s the point of the warranty if they won’t do the diagnostics required to find the problem.
